This image shows men of the 15th Infantry Regiment of the German 29th Infantry Division stopping to get their canteens refilled during the long march across the Russian steppe during the opening weeks of Operation Barbarossa. The soldier at the front has the rank chevrons of an Obergefreiter, a non-commissioned officer rank in the German Wehrmacht, equivalent to a "senior lance-corporal". This rank was typically held by soldiers in charge of small squads, soldiers who had achieved significant merit, or those with more years of service than a standard Gefreiter.

Ummm, I do not understand the logic. You are inviting an attack and therefore, the rails are likely to get damaged, closing the line until repairs are effected and getting rail stock damaged and possibly losing a locomotive.A convoy of fake Pz Kpfw IV, these made of wood, to try to deceive the Allied reconnaissance flights.

Perhaps to fool the enemy as to the amount of tanks that you have, and where they are going and to have them waste resources and endanger planes on decoys. It is necessary that the fakes be located on a real track to fool the enemy.
I think rails are relatively easy to repair.
Perhaps the engine was a decoy also?
